The European Commission (EC) has opened an anti-subsidy investigation into imports of hot-rolled coil (HRC) from Turkey.
European steel association Eurofer had submitted a complaint to the EC on 30 April. The alleged subsidy practices consist of direct transfer of funds, government revenue foregone or not collected and government provision of goods or services for less than adequate remuneration, the EC said.
The investigation will cover all of 2019 and is expected to be concluded between 12-13 months from today. Provisional measures may be imposed no later than nine months of the start of the investigation, with any provisional duties communicated three weeks before their introduction.
Eurofer's complaint focused on Turkish steel producer Eregli Demir, which owns Iskenderun Demir and is controlled by the Turkish state, although the association also urged the EC to investigate producers Tosyali, Colakoglu, Habas and MMK.
There is also a continuing anti-dumping investigation on Turkish HRC in Europe. EU member states today vote on the safeguard review, which, if passed, will effectively halve Turkish duty-free shipments of HRC into the EU.
